Carter Burden Network: New Executive Director Announcement

Following a comprehensive national search led by Brettschneider Executive Search, the Carter Burden Network (CBN) Board of Directors announces the appointment of Joy Salvador, most recently a Macy’s executive, as its next Executive Director, effective June 5, 2026. The Board emphasized that Joy Salvador embodies Carter Burden Network’s guiding promise to its older adult clients, “We Will Always Go Above. You Will Always Belong.”
The appointment comes at a time when strong experienced leadership is essential to advancing diversified funding and expanding critical services. After careful consideration of an exceptional slate of finalists from across the country, the Board determined that Joy rose above as the candidate best positioned to guide CBN forward, bringing continuity, credibility, and deep alignment with the organization’s mission and values.
Founded more than 55 years ago, Carter Burden Network has built a nationally respected model rooted in dignity, hospitality, and deep personal connection with the older New Yorkers it serves. Treating every client as a welcomed guest through meals and community programming has always been at the core of CBN’s work. CBN is the sole provider of elder abuse response services for all of Manhattan. Every 311 report of elder abuse in the borough is referred directly to CBN, making it Manhattan’s frontline defender of older adults’ rights, and highlighting its expertise in crisis intervention, case management and protective work. CBN also enriches cultural life through the Carter Burden Gallery, recognized in The New York Times and international press for showcasing the work of professional artists aged 60 and older. CBN’s hospitality-focused ethos is one Joy Salvador not only understands but exemplifies within her nonprofit board commitments and her more than 30 years of client-centered leadership at Macy’s.
Joy brings to Carter Burden Network a distinguished executive background from Macy’s, Inc., where she has led complex, multi-site operations and managed $100M+ P&Ls with full accountability for strategy, financial performance, talent, and community engagement. As a senior executive overseeing a 24-site national network, she drove organizational transformation, built inclusive cultures, and delivered sustainable growth during periods of significant uncertainty. Her experience includes leading large, diverse teams, forging high-value internal and external partnerships, collaborating with municipal agencies, and navigating regulatory and compliance requirements across multiple jurisdictions. This operational rigor is matched by nearly a decade of board service and volunteer leadership at Carter Burden Network, reflecting a deep, sustained commitment to older adults. A skilled relationship-builder and trusted public ambassador, Joy brings a proven ability to align stakeholders across sectors in service of mission, scale, and long-term impact.
Raised by older adults, Joy’s passion for serving older New Yorkers is deeply personal. From an early age, she developed a profound respect for aging, intergenerational connection, and the dignity every person deserves. That lived experience has shaped her leadership throughout her career and aligns directly with CBN’s promise that every individual belongs.
Joy brings critical senior leadership experience, including stewardship of complex budgets and management of large, multi-site teams. She offers deep financial acumen alongside long-standing relationships across the corporate sector built through trusted, sustained partnerships. This combination positions CBN to strengthen and expand its funding base while remaining grounded in its mission.
As a committed member of CBN’s Board of Directors and Co-Chair of CBN’s Development Committee, Joy has been deeply engaged in the organization’s long-term sustainability. She is equally known for her hands-on, personal engagement with clients, connecting directly while volunteering through meal services, arts programming, and community experiences, and for identifying innovative ways to both control costs and grow revenue without compromising quality or care.
As part of this leadership transition, William J. Dionne, whose tenure has shaped Carter Burden Network for decades, will begin a planned transition in June. Bill’s legacy as Executive Director is extraordinary. Under his guidance, CBN undoubtably became one of New York City’s most trusted providers of aging services widely recognized as critical to the city’s social safety net. His ability to seamlessly manage complex operations while bringing warmth, humanity, and joy to every interaction has left an enduring mark on the organization.
To ensure a smooth transition, Bill and Joy will work together through the month of May. Having worked together for many years already, Bill is enthusiastic about Joy as the next Executive Director and is confident she will continue CBN’s tradition of leading the way in aging services as a champion of the older adults it serves.
